CRAAFT Project

Project CRAAFT is an academic research and community-building initiative designed to build stronger, more coordinated counter-terrorist financing (CTF) capacity across the EU and in its neighbourhood 

The project is funded by the European Union’s Internal Security Fund – Police and is being implemented by a Consortium consisting of GLOBSEC,  RUSI Europe, the University of Amsterdam, and the International Centre for Counter-Terrorism (ICCT), based in The Hague.

The general objective of Project CRAAFT is to enhance public-private sector cooperation, threat knowledge and CTF responses. This will be achieved through the creation of a public-private information sharing network (PPIN) of CTF experts within the EU and accession countries including Financial Intelligence Units (FIUs), law enforcement, prosecutors, banks and tech companies. Information sharing will be limited to trends, best practices and case studies (as opposed to operational information) and will target FATF Moneyval members who are not involved in existing partnerships.

The Consortium’s research agenda focuses on the most pressing issues facing Europe when it comes to CTF:

  • Lone-actor and small-cell terrorist financing
  • The impact of new payment and social media technologies on terrorist financing and CTF 
  • The crime-terror nexus 
  • Smuggling of small arms and light weapons as a TF method 
  • The ethical and political considerations of public-private partnerships 
  • CTF capacities of EU candidate countries
