United Nations Code of Conduct for Information Integrity on Digital Platforms

In today's interconnected world, the pervasive influence of disinformation and harmful content, including hate speech and incitement to violence, poses significant threats to societies globally. Recognizing this challenge, GLOBSEC supports the United Nations' effort to establish a voluntary Code of Conduct for Information Integrity on Digital Platforms and offers a set of recommendations to make it as effective as possible.

The upcoming Code of Conduct, which forms part of the preparations for the Summit of the Future, aims to establish a new benchmark in safeguarding information integrity across digital platforms. This Code encourages Member States to adopt these standards at a national level and experts from the field to contribute with their thoughts and suggestions. In light of this, GLOBSEC's Democracy & Resilience, drawing on its extensive research into the effects of disinformation across Central, Eastern, and Southeast Europe, combined with our role in co-creating EU-level regulations like the EU Code of Practice on Disinformation, drafted a series of key recommendations to the UN's Code of Conduct. These recommendations address critical areas such as empowering users, reducing the financial incentives driving disinformation, and utilizing the capabilities of artificial intelligence offering a pathway to enhance the effectiveness of the Code.
