Future Security & Defence Council II: Re-learning Deterrence

The GLOBSEC Future Security & Defence Council (FSDC) is continuing to its next stage, focusing on defence & deterrence in the wake of Russia´s invasion of Ukraine. The apparent threat to NATO member states has been identified as the natural shift of the project, to address the immediate challenges.

The purpose of the Council is to generate ideas and fuel effective enactment of deterrence against Russia and other threats to NATO, including the rise of challenges from China. The multidomain concept of credible deterrence that is effective not only towards the traditional military but towards new hybrid warfare is also a concept that needs to be implemented at the NATO level. The task is to identify concrete steps that need to be implemented at NATO and member states levels. In particular, the FSDC will address the following issues:

  • Deterrence of the Eastern flank in the 21st century
  • NATO´s Global role, deterrence and European contributions
  • Nuclear deterrence
  • Technology & deterrence


Similar to last year, GLOBSEC FSDC will:

  • Provide incentives for conceptual, organizational, and technological change
  • Stimulate dialogue on the issues of defence & deterrence to rethink the current postures and strategies
  • Shed light on gaps and potential improvements in doctrines and capabilities
  • Build bridges between defence industry and national governments
     

The Council is made up of renowned defence experts and champions of international diplomacy. It is designed to connect a diverse set of public and private stakeholders and act as a centre for idea generation and exchange that will deliver pragmatic policies and strategies.

The process includes regular meetings of the Council and consultations to produce set of reports and one final report, focusing on questions of defence & deterrence from multiple perspectives. Accompanied by sets of recommendations and suggestions, FSDC will seek to influence the decision-making process of NATO and Allies ahead of the NATO Vilnius summit.
